Education
Mr. Hernández received his law degree from Instituto Tecnológico Autónomo de México (ITAM, 1995-1999) and a MSc in Regulation from the London School of Economics and Political Science (LSE, 2002-2003). He has completed the following postgraduate programs “Telecommunications”, at the ITAM in 1999; “Transparency and Anticorruption IV” at the Centro de Investigación y Docencia Económicas (CIDE) in 2005; and “Commercial Arbitration” at the Centro de Arbitraje de México (CAM), Instituto Tecnológico de Estudios Superiores de Monterrey (ITESM), Santa Fe campus, and Barra Mexicana Colegio de Abogados, A.C. (BMA), in 2007.

Professional Background
Mr. Hernández began his professional career as an intern at what is now the firm Gardere, Arena y Asociados, S.C., performing various activities related to the area of Corporate and Customs Law. He then was with the Federal Telecommunications Commission (Cofetel) in the then department of Legal Affairs, serving as a Specialized Services Professional (1999-2000), Deputy Director of Regulatory Affairs (2000-2001), and Director of Regulatory Affairs (2001-2002). He joined Barrera, Siqueiros y Torres Landa in September 2003.
Recognitions
Mr. Hernández was ranked as Band 3 in Telecoms, Media, Technology by Chambers Latin America. Latin America’s Leading Lawyers for Business. The Client’s Guide 2012. He is recommended by Latin Lawyer 250. Latin America’s Leading Business Law Firms 2010 for his competitiveness and education. Mr. Hernández received mention for his outstanding work in Law regarding the Seventh Ex-ITAM Award 2001, for his professional thesis “Some considerations on the legal nature of the National Development Plan”. He received an Honorable Mention on his professional examination in 2001 at ITAM, and a special recognition from the Minister of Transport and Communication (SCT) for his participation in the process to set, for the first time in Mexico, specific obligations for the dominant telecommunications operator in Mexico (2000). He graduated with Merit in his Master at LSE.

Mr. Hernández has published articles such as: “Antitrust regulation and sectorial regulation: the case of article 63 of the Federal Telecommunications Law” for Nuevas fronteras de la regulación, transformación y diseño institucional (2009); “Accountability in Mexico: the case of the telecommunications sector” in Ars Iuris, special edition for the LX anniversary of the firm Barrera, Siqueiros y Torres Landa (2009); “Relative monopolistic practices and its classification in the Law as administrative breaches”, co-authored with Bernardo Ledesma Uribe in Competencia Económica, Estudios de Derecho, Economía y Política (2007); and “The independence of the regulatory agencies in Mexico: The case of the energy and telecommunications sectors” in Gestión y Política Pública (vol. XVI, no.1, 2007).
Relevant Cases
In 2011, Mr. Hernández assisted the Brazilian company BioRitmo Academias in a joint venture with Sport City to establish low cost gyms in Mexico under the brand Smart Fit. He was the project leader on the CFE (Federal Electricity Commission) tender for two dark fiber optics strands held by the SCT in 2009-2010; and was also project leader on the sale of Pfizer Consumer Healthcare to Johnson & Johnson in Mexico in 2006-2007. Mr. Hernánez has advised the SCT on various telecommunications related matters and participated in the setting of sureties in Mexico for loans given by Citigroup to a business group in the automotive industry. He was an advisor to the state government of San Luis Potosí from 2004 to 2005, and actively participated in the purchase of Universidad Latina in Costa Rica by the UNITEC in 2005. Since the beginning, he has assisted Environmental Defense Fund in its incorporation and operations as an NGO in Mexico.

Member of the Barra Mexicana Colegio de Abogados (Mexican Bar Association) and the Instituto Nacional de Administración Pública (INAP).
Mr. Hernández is a lecturer on the Seminar UP-BSTL in the Law program at Universidad Panamericana. He has also taught Economic Competition in the Masters of Administrative and Regulatory Law program at the ITAM.
